The Harrison Avenue South Renewal District (HAS) was approved with a Tax Increment provision with a base year of 2019. TIF is a state authorized, locally driven funding mechanism that allows cities and counties to direct property tax dollars that accrue from new development, within a specifically designated district, to community and economic development activities.
The HAS generally encompasses the area south of Sampson Street, west of Howard Street, north of Sunset Road, and east of Warren Avenue. The HAS is specifically focused on creating a more robust neighborhood featuring mixed uses and a thriving commercial center.
