The East Butte Renovation and Rehabilitation Agency (RRA) was an Urban Renewal District funded by tax increment financing (TIF) with a base year of 2005. TIF is a state authorized, locally driven funding mechanism that allows cities and counties to direct property tax dollars that accrue from new development, within a specifically designated district, to community and economic development activities. The RRA set aside a portion of its revenues to help fund property redevelopment and infrastructure projects. The tax increment provision for the district expired on June 30, 2019.
